Every election cycle, donkey club members must go through the excruciating process of endless spinal implementation surgeries just to muster enough backbone to mouth the liberal platitudes that ostensibly constitute\u00a0the foundations of America&#8217;s only major &#8220;progressive&#8221; political party. But let&#8217;s be honest: it&#8217;s hard\u00a0being a liberal when the foamy-mouthed\u00a0wingnuts are nipping at your tucked-back tail and the empathy-starved financial sector is flooding your coffers with Federal Reserve chicken feed.<\/p>\n<p>The perpetual question-asking about what it means to be a liberal is once again in full swing amidst of the early primary campaigns of Hillary\u00a0Clinton\u00a0and Bernie Sanders. The major issue at hand is\u00a0just how much punishment the next potential Democratic president ought to reign down &#8212; Sodom and Gomorrah-like &#8212; on that craven nest of Sherif of Nottinghams known as the American Financial Sector.<\/p>\n<p><!--more--><\/p>\n<p>Hillary Clinton is flush with finance sector campaign <del>bribes<\/del> donations and the name recognition that comes from being a former Secretary of State &#8212; not to mention eight-years in the White House with a certain Arkansas Bubba &#8212; and she&#8217;s still the punditocracy&#8217;s presumed frontrunner. But her candidacy has re-opened an old rift within liberal circles over what it means to actually\u00a0<em>govern<\/em>\u00a0like a liberal. Much to the dismay of Lefties, Clinton has already stated that <a href=\"http:\/\/thehill.com\/policy\/finance\/247700-adviser-clinton-wont-push-glass-steagall-bank-bill\" target=\"_blank\">she will not reinstate<\/a> the 1933 <a href=\"http:\/\/www.federalreservehistory.org\/Events\/DetailView\/25\" target=\"_blank\">Glass-Steagall Banking Act<\/a>, the Depression-era law that separated commercial banks from investment banks that her husband repealed in 1999 when he signed the conservative-backed <a href=\"http:\/\/www.federalreservehistory.org\/Events\/DetailView\/53\" target=\"_blank\">Gramm-Leach-Bliley Act<\/a>.\u00a0This stance makes sense given that she embodies the so-called pro-free-market, anti-Big Government, regulation-shredding &#8220;New Democrat&#8221; that emerged in the 1980s and 1990s in response to conservative cultural and electoral dominance.<\/p>\n<p>By contrast, the <a href=\"http:\/\/wonkettebazaar.com\/shop\/bernie-for-the-future-bernie-sanders-2016-t-shirt\/\" target=\"_blank\">Doc Brown-maned<\/a> Bernie Sanders seems to exhibit the much-needed, old-school liberal heft that many progressives feel the Democrats should openly embrace in order to, you know, actually stand for something and differentiate themselves from a Trump-trumpeting Republican Party. Sanders&#8217; time in Vermont politics <a href=\"http:\/\/talkingpointsmemo.com\/cafe\/what-kind-of-mayor-was-bernie-sanders\" target=\"_blank\">proved successful across the political spectrum<\/a>, he says that he <a href=\"http:\/\/www.huffingtonpost.com\/h-a-goodman\/bernie-sanders-wont-accept-money-from-billionaires-donald-trump-donated-100000-to-hillary-clinton_b_7799576.html\" target=\"_blank\">won&#8217;t accept\u00a0money from billionaires<\/a>, and he\u00a0<a href=\"http:\/\/www.politicususa.com\/2015\/05\/04\/bernie-sanders-proudly-defending-democratic-socialism-ignorant-attacks.html\" target=\"_blank\">unabashedly touts himself<\/a> as a <a href=\"http:\/\/www.dailykos.com\/story\/2015\/06\/07\/1389039\/-Bernie-Sanders-is-a-democratic-socialist-but-what-does-that-term-mean\" target=\"_blank\">Democratic-Socialist<\/a> who makes no bones about the fact that America could learn a thing-or-two from the policies\u00a0that have made the <a href=\"http:\/\/mic.com\/articles\/117334\/bernie-sanders-says-the-u-s-could-learn-a-lot-from-scandinavia-here-s-why-he-s-right\" target=\"_blank\">Scandinavian nations<\/a>\u00a0into prosperous (<a href=\"http:\/\/www.ucl.ac.uk\/european-institute\/highlights\/2014-15\/scandinavia\" target=\"_blank\">if by no means perfect<\/a>) modern societies. Moreover, Sanders has <a href=\"http:\/\/www.politicususa.com\/2015\/07\/17\/liberals-roar-bernie-sanders-joins-elizabeth-warren-bill-reinstate-glass-steagall.html\" target=\"_blank\">vowed to restore the\u00a0Glass-Steagall Act<\/a>, a position that puts him in direct opposition to Wall Street fluffers like Clinton.<\/p>\n<p>It&#8217;s unlikely, however, that Bernie Sanders will win the Democratic nomination. This has less to do with his policies, which have <a href=\"http:\/\/www.huffingtonpost.com\/entry\/iowa-poll-sanders-catches-up-to-clinton_55e23422e4b0b7a96339423c\" target=\"_blank\">boosted him in polls<\/a> of Democratic voters, and more to do with the sheer clout that New Democrats still exercise over their party, particularly on issues like financial sector reform. Moreover, the New Democrats have history on their side.<\/p>\n<p>As much as the early conflict between Clinton and her party\u2019s left-leaning elements demonstrates a long-running rift between liberal and centrist Democrats, the division over Glass-Steagall also highlights the\u00a0pernicious influence that conservative ideology has historically exerted over liberal policy-making. Indeed, long-standing and interconnected racial, cultural, and economic constraints have always hampered populist legislation in America. From the Civil War era, to the New Deal, to the emergence of\u00a0the New Right in the 1970s, the presence of reactionary politics has driven\u00a0the Democratic Party&#8217;s historic tendency to quiver like a warm Jello mold in the presence of deeply entrenched power structures. The Black Lives Matter folks know damn well that even liberals have historically given black people the shaft (seriously, no pun intended there).\u00a0This is because in American politics, there is no separating race from class: the two ideas have always lived in a symbiotic relationship. Thus, conservative movements in different eras have invoked white fears of \u201cthe other\u201d (usually African-Americans) to thwart a good many multi-racial, class-based populist coalitions.<\/p>\n<p>As far back as the Civil War era, for example, the Democratic Party \u2014 once in part a coalition of Jacksonian farmers and urban mechanics \u2014 found itself beholden to the so-called \u201cSlave Power.\u201d<\/p>\n<p>For example, Stephen F. Hale, an Alabama Democrat charged with convincing Kentucky to join the southern Confederacy in 1860,\u00a0employed a classic conservative scare-tactic\u00a0<a href=\"http:\/\/www.civilwarcauses.org\/hale.htm\" target=\"_blank\">when he warned<\/a> that Abraham Lincoln&#8217;s election portended racial equality. \u201cWhat Southern man, be he slave-holder or non-slave-holder, can without indignation and horror contemplate&#8230;associating with free negroes upon terms of political and social equality&#8230;?\u201d Hale asked.\u00a0His assertion that racial equality threatened both \u201cslave-holder\u201d and \u201cnon-slave-holder\u201d alike was intentional: because race proved a stronger bond than class, the majority of white southerners who did not directly own slaves could nonetheless feel confident in fighting the slaveholders&#8217; war to preserve their honky hierarchy over enslaved blacks.\u00a0In 1862, the pro-secessionist southern journalist J.D.B.De Bow <a href=\"https:\/\/books.google.ca\/books?id=kFY2AQAAMAAJ&amp;pg=RA1-PA43&amp;lpg=RA1-PA43&amp;dq=%E2%80%9COur+Danger+and+Our+Duty,%E2%80%9D+DeBow%E2%80%99s+Review&amp;source=bl&amp;ots=jk9BpHEFZc&amp;sig=aQBsWcKjKmKMt5ZcIR_dLDqbel8&amp;hl=en&amp;sa=X&amp;ved=0CB0Q6AEwAGoVChMI9YHDiKvRxwIV0RqSCh3BqQsl#v=onepage&amp;q=%E2%80%9COur%20Danger%20and%20Our%20Duty%2C%E2%80%9D%20DeBow%E2%80%99s%20Review&amp;f=false\" target=\"_blank\">further highlighted the Confederacy&#8217;s reactionary bona-fides<\/a>\u00a0when he wrote that, \u201cwe are not revolutionists \u2014 we are resisting revolution. We are upholding the true doctrines of the Federal Constitution. We are conservative.\u201d<\/p>\n<p>Over seventy years after\u00a0Confederate defeat, conservative elements within the South still managed to influence FDR&#8217;s New Deal, the collection of policies that came to define modern liberalism.\u00a0During the 1930s, the Roosevelt administration accommodated populist legislation to meet the demands of ardently racist, pro-segregationist southern Democrats who supported\u00a0key New Deal-era legislation such as Social Security and the 1933 Glass-Steagall Banking Act on the condition that such reforms not disturb the South&#8217;s entrenched racial hierarchy.<\/p>\n<p>Virginia Senator <a href=\"http:\/\/www.federalreservehistory.org\/People\/DetailView\/14\" target=\"_blank\">Carter Glass<\/a> and Alabama Representative <a href=\"http:\/\/www.encyclopediaofalabama.org\/article\/h-3204\" target=\"_blank\">Henry Steagall<\/a> \u2014 the two congressional southerners who gave the Banking Act its name \u2014 were both fire-breathing segregationists. Like so many other southern backers of New Deal legislation, Glass and Steagall were often economically populist but culturally conservative. They supported FDR&#8217;s reforms on the condition that key programs such as Social Security exclude\u00a0agricultural and domestic laborers, the vast majority of whom were\u00a0black. Cultural conservatives exerted enormous influence over populist New Deal legislation, so much so that, as historian Ira Katznelson writes, \u201c[n]o noteworthy lawmaking the New Deal accomplished could have passed without their consent. Reciprocally, almost every initiative of significance conformed to their wishes.\u201d<a href=\"#_ftn4\" name=\"_ftnref4\">[4]<\/a><\/p>\n<p>In the 1970s, as the post-war boom evaporated,\u00a0conservatives once again exerted a profound influence on liberal policy by\u00a0seizing on the economic insecurities of the white working and lower-middle classes \u2014 the heart of the old New Deal coalition \u2014 to forge a new, culturally conservative coalition known as the \u201cSilent Majority.\u201d This\u00a0development was a major factor in the rise of the New Right, and it continues\u00a0to shape the trajectory of American liberalism to this day.\u00a0In the midst of stagflation, racial unrest, and minority rights&#8217; movements,\u00a0Richard &#8220;Tricky Dick&#8221; Nixon and his weasel pit of advisors concocted a \u201cblue-collar strategy\u201d designed to appeal to workers who voted Democrat on pocketbook issues but whose cultural conservatism, Nixon wagered, was strong enough to lure them into the Republican fold. Nixon advisor Kevin Phillips claimed that mastering American politics meant understanding \u201cwho hated who,\u201d and the 1970s provided the perfect conditions for making the politics of resentment trump bread-and-butter concerns.<\/p>\n<p>During this era, new occupational opportunities for women and blacks opened up, only to face the cold reality of what historian Jefferson Cowie calls \u201cheightened competition for dwindling opportunity.\u201d The economy of the 70s, defined by deindustrialization, globalization, and\u00a0the increasing power of the GOP-backed business class, could not support traditionally privileged white workers, let alone minority groups who demanded a fairer share of the economic pie.<a href=\"#_ftn5\" name=\"_ftnref5\">[5]<\/a>\u00a0Recognizing an opportunity to pounce, Nixon and his crew touted the Republican Party as the political refuge for aggrieved working-class whites looking to strike back against both blacks and an\u00a0unruly, left-wing white counterculture. With the aid of Democrats, these groups threatened not only white jobs; they also threatened to upend \u2014 in the words of Nixon advisor Pat Buchanan \u2014 \u201c\u2018traditional American values and beliefs.\u2019\u201d<a href=\"#_ftn6\" name=\"_ftnref6\">[6]<\/a> The \u201cSilent Majority\u201d rewarded\u00a0Nixon&#8217;s efforts by giving him a landslide victory in the 1972 election.<\/p>\n<div id=\"attachment_5245\" style=\"width: 760px\" class=\"wp-caption alignnone\"><a href=\"http:\/\/thatdevilhistory.com\/wp-content\/uploads\/2015\/08\/richard_nixon_dixieland.jpg\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-5245\" class=\"size-full wp-image-5245\" src=\"http:\/\/thatdevilhistory.com\/wp-content\/uploads\/2015\/08\/richard_nixon_dixieland.jpg\" alt=\"Richard Nixon, the man who made political hay out of Democratic voters' latent conservatism.\" width=\"750\" height=\"500\" srcset=\"https:\/\/thatdevilhistory.com\/wp-content\/uploads\/2015\/08\/richard_nixon_dixieland.jpg 750w, https:\/\/thatdevilhistory.com\/wp-content\/uploads\/2015\/08\/richard_nixon_dixieland-300x200.jpg 300w\" sizes=\"auto, (max-width: 750px) 100vw, 750px\" \/><\/a><p id=\"caption-attachment-5245\" class=\"wp-caption-text\">Richard Nixon: The strategies he used to court angry white folks were downright Nixonian.<\/p><\/div>\n<p>Just as conservative influence shaped progressive policy during the Civil War-era and the New Deal, the rise of the New Right not only destroyed the old New Deal coalition, but it also profoundly affected the ostensibly liberal Democratic Party, which became more conservative in an effort to match Republican electoral successes. Contrary to popular belief, the deregulatory fervor that defined the Reagan era <a href=\"http:\/\/www.jthtl.org\/content\/articles\/V5I2\/JTHTLv5i2_Crain.PDF\" target=\"_blank\">actually began under Jimmy Carter<\/a>, who loosened up regulatory rules on the energy and transportation industries, among others.<\/p>\n<p>Moreover, the 1980s and 1990s saw the emergence of the centrist \u201cNew Democrats,\u201d who appealed to conservative white voters by vowing to end their party&#8217;s alleged pandering to \u201clazy\u201d (read: black) welfare recipients and who courted the business and financial sectors for campaign dollars. Thus, New Democrat Bill Clinton enacted extensive welfare reform and repealed the Glass-Steagall Act with the help of a Republican goon-squad led by Phil Gramm and Jim Leach. Even Barack Obama, in some ways a reformist president, nonetheless filled his administration with financial sector insiders like Citigroup executive <a href=\"http:\/\/www.politico.com\/story\/2015\/01\/michael-froman-liberal-democrats-trade-authority-114473\" target=\"_blank\">Michael Froman<\/a> and New Democrats like Hillary Clinton.<\/p>\n<p>The long arch of U.S. history shows how conservatives have succeeded in directly shaping progressive policy. Much of their success has stemmed from the deep connection between race and class in America, and the frequent reactionary tendencies this connection has engendered in white voters and politicians. However, the past need not always define the future.\u00a0America today is a vastly different place than it was in previous eras. The <a href=\"https:\/\/www.americanprogress.org\/issues\/progressive-movement\/report\/2015\/02\/24\/107261\/states-of-change\/\" target=\"_blank\">ongoing shift in American racial and cultural demographics<\/a> means that liberals should feel more confident in promoting truly populist messages and legislation\u00a0because the American electorate is no longer overwhelmingly white and conservative.
